Usually cut them off and ask immediately..."Does this have anything to do with you ?" "Were you hurt or bothered by this person". "Have you told this person to stop ?" If answer is "no" then please no report. Most world leaders probably think that other w.leaders are pain in ***. They just don't say it outloud or where anyone can hear them.
